WEEKLY CRYPTO NEWS: REGULATORY SHIFTS, CYBERSECURITY THREATS AND STABLECOIN TRENDS

Crypto markets continue to evolve as new regulations, security concerns and changing investor behaviour influence how digital assets are used and managed.

The cryptocurrency industry is facing growing challenges as governments tighten oversight, security vulnerabilities emerge, and digital assets compete with traditional financial products. Russia’s planned ban on direct peer-to-peer crypto trading from July 2027 signals a shift towards stricter control of cryptocurrency transactions, while reports of AI agents bypassing security restrictions to access an unauthorised crypto wallet have raised concerns about the risks of autonomous technologies. Meanwhile, research from the Bank for International Settlements highlights how interest rates influence competition between stablecoins and bank deposits, and a reported Ledger hardware wallet security breach linked to millions of dollars in crypto theft has renewed scrutiny of supply-chain security.

France moves toward taxing stablecoin conversions

France’s National Assembly has approved a controversial amendment that could change how private investors are taxed on cryptocurrency transactions. Adopted by a narrow 38–37 vote on October 16, the proposal would make exchanges into qualifying single-currency stablecoins taxable events, even when investors do not convert their holdings into euros.

Under existing rules, crypto-to-crypto swaps generally benefit from deferred taxation when no cash adjustment is involved. If the amendment becomes law, that treatment would no longer apply to covered stablecoin transactions from January 1, 2027.

France’s standard flat tax rate on private crypto gains is currently 31.4%, although eligible investors can opt for progressive income taxation. Importantly, the amendment remains part of the draft 2027 finance bill and must pass further parliamentary stages before taking effect.

The proposal signals a potential shift in European crypto taxation, particularly for investors who use stablecoins to manage portfolios or preserve liquidity.

Deutsche Bank advances institutional crypto custody plans

Meanwhile, Deutsche Bank is preparing to launch cryptocurrency custody services in Germany for selected corporate and institutional clients, subject to regulatory approval and technical readiness.

The initial offering is expected to support Bitcoin, Ether, and three stablecoins: USDC, EURC, and EURAU. However, supporting an asset does not necessarily mean clients can immediately exchange it for fiat currency. Stablecoin conversion services are expected in a later phase, with expansion into Asian financial centres planned for 2027.

The initiative reflects growing interest among traditional banks in providing secure digital asset infrastructure. Rather than targeting everyday retail investors, Deutsche Bank’s service focuses on institutional clients requiring custody, asset protection, and transfer capabilities.

Its rollout also highlights the importance of regulatory compliance and operational security as European financial institutions expand their cryptocurrency offerings.

El Salvador’s Bitcoin holdings surpass 7,800 BTC

El Salvador’s national Bitcoin reserve reached 7,807 BTC by October 16, with an estimated value of $640 million to $650 million at the reported market price.

The accumulation continues despite the country’s $1.4 billion IMF financing agreement, which includes restrictions on public-sector Bitcoin purchases. El Salvador has attributed recent additions to private contributions, while the IMF has distinguished these inflows from government-funded acquisitions.

Although the country abandoned Bitcoin’s legal-tender status under the agreement, its national reserve remains central to its digital asset strategy.

Despite ongoing criticism and regulatory challenges, El Salvador’s experiment with Bitcoin can be seen as a strategic success in establishing the country as a global reference point for sovereign cryptocurrency adoption, although its long-term economic benefits remain to be proven.
